This important update brings a 10% increase in base salaries for 2025, and it affects all government workers under the SSSS system.

Points from the statement
1. Reference is made to the Fair Wages and Salaries Commission letter number FWSC/D/SCR 3/Vol.34/54 dated 27th February, 2025 on the implementation of Negotiation on Base Pay for 2025 (copy attached)
2. Following conclusion of negotiations on the 2025 Single Spine base pay, approval is hereby given for the attached salary structure marked Appendix A which incorporates a ten percent (10%) across board salary increase, to be used to effect the payment of salaries of Public Service Institutions on the Single Spine Salary Structure (SSSS).
3. The effective date of implementation is January 1, 2025
4. We wish to remind you that in line with Government’s White paper (paragraph 3.6b) on the Guidelines for the implementation of market premium, the payment of interim market premium to existing beneficiaries should be the absolute amount calculated on the 2012 Single Spine base salary and not on the enhanced 2025 Single Spine base salary.

The Breakdown
1. Reference to the Fair Wages and Salaries Commission (FWSC). The Ministry refers to a letter from the FWSC/D/SCR 3/ Vol 34/54 dated 20th February 2025, which outlined the agreed changes to the base pay for public workers in 2025. This letter provided the foundation for the salary negotiations and the resulting adjustments.
In simple terms, the government and labor unions, through the FWSC, held talks to agree on how salaries should be increased in 2025.
2. 10% Salary Increase Approved
After concluding the negotiations, the Ministry of Finance has approved a 10% increase in base salary for all public workers under the Single Spine Salary Structure. The new salary is attached as Appendix A in the letter.
This implies that, if you are a public worker, your base salary will go up by 10%. This increase is meant to reflect inflation and help improve your income.
3. Effective Date – January 1, 2025
The salary increase takes effect from 1st January 2025. This means any salary you received from January this year should reflect the 10% raise. However, the Controller and Accountant-General’s Department is yet pay the increment with arrears in April, 2025.
4. Payment of Interim Market Premium
The Ministry also reminded institutions about how to calculate the Interim Market Premium. According to the government’s guidelines, the premium should still be calculated based on the 2012 base salary, not the new 2025 salary.
This implies that, for those who receive a market premium (an extra allowance for workers with special skills), the amount you get won’t increase because of the 2025 salary rise. It will continue to be based on the old 2012 salary rate.
5. Implementation Instructions
The Ministry ends the letter by instructing the Controller and Accountant-General’s Department (CAGD) to implement the new salary structure immediately. It is expected that all government institutions will comply with this instruction.
In simple terms, the department responsible for paying salaries has been told to make sure this increase is added to workers’ pay with arrears.
